Since Internet commerce is global how would the state administer sales taxes? How would the state enforce this type of taxation?

How would the sales company keep track of sales emanating from Florida as opposed to everywhere else in the world? Without a physical location in the state I don’t think taxation would be practical to implement or possible to enforce.
